Puzzle Week: Another brain teaser

NPR Weekend Edition Sunday puzzlemaster and FOBB&B Will Shortz tells me he can't use this one on the radio because the wordplay is already familiar to him, so I'll post it here instead. (Not the first time I thought I'd come up with something original but the world beat me to it.)

Hail to the Chief

Take the last name of a U.S. president and remove one letter. The remaining letters, read in reverse order, spell a word that describes the president. Who is it?

This week:

What familiar saying with seven words has seven consonants in a row? The answer is a common saying, in ordinary English. Sometimes it's expressed in nine words rather than seven, but it's the same saying. And either way, in one spot it has seven consecutive consonants. What saying is it?
